The prompt

Create a simple, dimensionally accurate, 3D-printable snap-in blanking plate for a rectangular cable-entry opening in a network cabinet. Opening dimensions: * 160 mm wide * 98 mm deep Create a flat rectangular top plate measuring: * 190 mm wide * 128 mm deep * 2.5 mm thick This provides a 15 mm flange around all four sides of the opening. On the underside, add a shallow rectangular locating collar that fits inside the 160 mm × 98 mm opening. Make the outside dimensions of the collar 159.4 mm × 97.4 mm, providing approximately 0.3 mm clearance on each side. Make the locating collar 5 mm deep with a wall thickness of approximately 2 mm. Add a simple flexible retaining tabs on each of the four sides of the locating collar. Each tab should flex inward during insertion and have a small hook that springs outward beneath the cabinet panel. Use simple broad cantilever tabs with small retaining hooks. Assume the cabinet sheet metal is approximately 1.0 mm thick, but provide around 1.5 mm vertical clearance between the underside of the flange and the top of the retaining hook so that the tabs will work with panel thicknesses between approximately 0.8 mm and 1.2 mm and with thin sealing tape fitted beneath the flange. The tabs will be accessible from inside the cabinet for removal, so no external release feature is required. Leave the underside of the outer flange flat so that thin closed-cell foam or rubber sealing tape can be fitted between the plate and the cabinet. Use slightly rounded external corners with a 3 mm radius and add a small chamfer to the lower edge of the locating collar to make insertion easier. Keep the design simple, symmetrical and suitable for FDM printing in PETG without supports. Create it as one watertight solid.
